1)
Extract wamp64 into C:\wamp64
Make sure there isn't another wamp64 directory nested in the wamp64 directory.

2)
Install vcredist_x86.exe
Install vcredist_x64.exe

3)
Using WinSCP, copy /etc/ExportVHosts from the DevelopmentVM to C:\etc\ExportVHosts

4)
Run setup.bat using an elevated command prompt.
It will change the hosts file to point bsiadmin.vmware.local to 127.0.0.1
It will register and start the apache service, and stop and disable the W3SVC (Windows IIS) service if it exists.
